Polestar developed an estimating tool to provide bottoms-up detailed estimates for facilities identified as excess or non-operational condition waiting decommissioning.

 

Polestar personnel developed the Surveillance &Maintenance (S&M) POWERtool under sponsorship by the U.S. Department of Energy (DOE) – EM20 and Bechtel Jacobs Company, L.L.C. at Oak Ridge Y-12 to assist in developing S&M estimates for facilities that have been identified as excess or placed in a non-operational condition waiting decommissioning.

The tool provides bottom-up detailed estimates that can be exported (in a format compatible with most site software including P3 or Microsoft Project) to a WBS and project schedule. In the S&M POWERtool software, the tasks and work units are linked to regulatory drivers/requirements and associated frequencies to enable a clear demonstration that the minimum set of requirements for the shutdown facility are being met The benefit of this type of estimate is that it provides a defendable activity-based estimate and also assists in optimizing S&M resources by identifying requirement based frequencies for activities.

The requirements set and frequencies contained in the S&M POWERtool information library are based on assessment experience from across the DOE complex, as well as requirements sets derived from several DOE site System Requirements Identification Documents (SRIDs) for industrial, radiological, and nuclear facilities.

Polestar staff, supported by BJC personnel, conducted a beta test of the software by conducting a field estimate of Building 9735 and compared the results to a previously prepared cost estimate for the facility.

Because the S&M POWERtool software was developed by Polestar for the DOE, it is available to the DOE community without cost.
