Project Planning for the F Area Deactivation Project
Polestar provided technical
support to develop F Area Project Management Plan, revised facility end points,
detailed cost estimates, safeguards and security optimization strategies
and support on an Independent Baseline Review Team.
Polestar personnel assisted WSRC in developing project planning for the
F Area Deactivation Project. Planning support by Polestar included:

(2) deactivation lessons learned work shops for key F Area
staff

of the Project Management Plan

of the detailed cost estimate using the POWERtool estimating
software developed by Polestar

Revision of
the deactivation end points using the End Point
software developed by Polestar Applied Technology,
Inc.

Support on Independent Baseline Review Team
In addition to planning support for the project, Polestar conducted a
change capability assessment of the F Area organization and work process,
provided leadership of breakthrough workshops to identify change opportunities,
and subsequently led an organizational and work process redesign to position
the F Area from an operational organization and work management structure
to a Project organization with work processes streamlined for the deactivation
project. This redesign effort is anticipated to yield significant cost
and schedule improvement (as much as 40%) over the project life-cycle.
Polestar staff provided virtually continuous on-site support for this
effort with a core team of staff members conducting weekly site visits.
Polestar also provided two staff members to lead the redesign. This support
was provided on a continuous basis on-site from the end of November 2002
through the end of February 2003, at which time the redesign was ready
for implementation. Implementation support continues on an interim basis
through the end of September 2003.
