F Canyon Deactivation Project
Redesign
Polestar provided leadership and technical guidance to
the F Canyon Deactivation Project to redesign the organization
and streamline work processes resulting in a 40% reduction
in project cost and schedule.
Polestar was awarded a three-year contract to provide leadership
and technical guidance at the SRS for site D&D planning,
integration and challenges. As part of this work scope,
Polestar recently provided direct project support for the
F Canyon Complex Deactivation Project with redesign of the
organization and streamlining the work processes to improve
efficiency, reduce project costs, and accelerate the project
schedule. Polestar successfully demonstrated the ability
to redesign the organizational and work processes to transition
the F Canyon Complex from an operational organization to
a project organization and resulted in a 40% reduction in
project costs and a 40% reduction in schedule, meeting the
target initially set by facility project management.
Over the course of this project, Polestar conducted breakthrough
sessions with WSRC leadership and DOE-SR to identify inefficiencies
and resolution approaches and create a mutually agreed-upon
path forward for the project. Polestar worked with facility
personnel to define the work scope, critically examine the
work flow, and evaluate day-to-day operations activities
to ensure alignment with work scope and requirements, and
identify bottlenecks in the process to eliminate unnecessary
tasks.
Polestar guided the implementation of a new Automated Hazards
Analysis (AHA) tool to identify, evaluate, control and communicate
potential hazards and environmental impacts of each activity
prior to performing work in the field. This process integrates
the elements of ISMS by applying a risk-based, graded-approach
to screening work hazards. A multi-disciplined team approach
was implemented to involve all resources performing the
work to plan, assess hazards, and perform the work. This
resulted in fewer work stoppages, reduced the potential
for injury and required less hand-offs to improve and accelerate
the performance of work.
Additional work performed for this contract included: Development
of a risk-based prioritization model to consider programmatic,
environmental, and worker health and safety risks; Safety
Basis modification guidance; Strategies for safely reducing
safeguards and security requirements and enhanced physical
security for the F-Area project; development of the site
baseline for the Integrated D&D Plan to be used to manage
the earned value and cost and schedule variances, and a
review of outside support services provided to F-Canyon
facility operations and recommendations for cost savings.
Polestar Savannah River Company has become an official
partner of the “Performing Entity” at the SRS,
and performs the role of Chief Closure Officer for the entire
Site. Additionally, the project was recently awarded the
Presidents Award for Closure.
