CERCLA Process Support and Documentation Development
Polestar provides guidance, leadership, and technical support in the development of CERCLA documentation and all aspects of the CERCLA process. Multi-Media Audits and Assessments/Environmental Compliance
Multi-media audits focus on all aspects of environmental compliance, which include: waste management, permit compliance, emergency preparedness, training, and regulatory documentation. Polestar's staff has been involved with many regulatory agency multi-media audits with several Federal agencies. These sites include the Department of Energy's Hanford Site and the Department of Defense's Umatilla Chemical Depot. Polestar provides technical support combined with experience in interactions and negotiations with state and federal regulatory agencies. Polestar's environmental team possesses the technical skills and knowledge to ensure readiness for audits and a positive outcome. Polestar personnel are available to support the following tasks associated with environmental multi-media audits:

Environmental Compliance Management System Development
Computerized environmental management systems are quickly becoming the preferred manner to approach environmental compliance activities for projects around the world. To support the environmental compliance activities provided by Polestar, our environmental staff designed and developed an electronic environmental compliance management system we named the Commitment Tracking System (CTS). CTS is a desk-top, relational database that allows its users to identify and manage requirements that are programmatic, reoccurring, or event-based. This versatile tool enables requirement managers to track scheduled compliance items as well as issues that might arise due to enacting incidents (i.e., spills, leaks, etc.).

The CTS's design is based on the U.S. Army's Umatilla Chemical Depot's Chemical Disposal Facility (UMCDF) need for regulation and multiple permit compliance management. The multi-faceted compliance need of the client is the basis for the system's diversity. Although developed with an environmental focus, CTS was designed so that it can be implemented for all requirement-based activities that require completion and compliance tracking and documentation.

Environmental Permitting
Polestar provides expertise in all areas of environmental permitting. The Polestar environmental team has experience in permitting existing facilities, as well as facilities in the design phase. Polestar has provided permitting expertise to multiple facilities on the Department of Energy's Hanford Site, including the $4 Billion waste vitrification facility. Polestar personnel were key in the development of air, water, and Resource Conservation and recovery Act (RCRA) permits to allow for construction and operation of this facility.

Radioactive and Hazardous Waste Management

Chemical Management Program Development and Implementation
Polestar's environmental staff has been an integral part at several federal and commercial facilities identifying chemical management requirements and providing compliance support. With their background, the Polestar environmental team can perform and provide all Emergency Planning and Community Right-To-Know Act (EPCRA) reporting requirements. At Polestar, we understand that working with a customer's procurement and/or IT group to obtain chemical inventory information is more about developing relationships with people than generating data. Our environmental staff can perform or support the following activities:

Pollution Prevention Program Development and Implementation
Polestar provides comprehensive pollution prevention (P2) analysis and planning services to Federal and commercial facilities. Our environmental team works to identify and document cost-effective strategies for preventing pollution, minimizing waste, meeting permit requirements, and improving regulatory requirements. Polestar's staff has performed pollution prevention opportunity assessments (P2OAs) at various industrial and military facilities and has prepared P2OA reports detailing facility-specific pollution prevention opportunities, return on investment (ROI), and feasibility, and constraints on implementation.

Polestar has also developed site and project specific P2 and waste minimization programs that have enhanced environmental compliance and reduced disposal costs. Most recently, Polestar developed a program for the Department of Energy's Hanford Site waste vitirification facility. The program for this RCRA facility addressed Pollution Prevention in Design as well as the activities associated with construction and the eventual operations of the plant. Polestar is uniquely qualified to plan and implement P2 activities to ensure P2 opportunities are identified, feasible, and effective.
