Cost Estimating

Polestar provides expert project planning and cost estimating expertise for Decommissioning, Deactivation, Demolition, Environmental, Surveillance & Maintenance, Facility Operation, and other projects.

The POWERtool estimating database was developed by Polestar to provide solid, detailed, bottoms-up estimating for projects of all shapes and sizes. POWERtool assists the project team in organizing the project, planning the project, cost estimating, waste estimating, and exports to scheduling software for resource-loaded schedule development. POWERtool has been implemented at numerous sites across the D&D Complex. Polestar has the expertise and knowledge to estimate projects, train a project teams to use the tool, and customize the application to the needs of the project.

A special version of POWERtool called S&M POWERtool was developed to assist facility owners in determining and estimating the S&M requirements, based on regulatory drivers and frequencies. S&M POWERtool was implement successfully at Oak Ridge.

To assist DOE EM in assuring that high confidence, and consistent cost estimates are prepared for these types of projects, Polestar developed the POWERtool estimating software to assist in developing bottoms-up cost estimates. This tool has been used to develop cost estimates for many of the projects listed above. Through implementation of the POWERtool for projects of varying levels of complexity across the DOE complex, Polestar has developed a broad library of estimating data to allow high quality, detailed cost estimates for the many conditions and facilities that will be encountered during the conduct of the work scope of this contract.

Polestar has completed cost estimating for deactivation and decommissioning of Hanford's 300 Area facilities, the Plutonium Finishing Plant (PFP), and the Fast Flux Test Facility (FFTF), Savannah River Site's (SRS) F Canyon and FB Line facility, Rocky Flat's Buildings 771, 707, 776/777, Brookhaven National Laboratory's High Flux Beam Reactor, Oak Ridge Y-12's Building 9206, and the Nevada Test Site's (NTS) RMAD, Test Cells A an C, Super Kukla and Pluto facilities.
