Polestar Applied Technologies, Inc., was awarded a Management, Organizational and Business Improvement Services (MOBIS) contract, GS-10F-0183M, on February 27, 2002, and extending through February 26, 2007. The following provides a summary of how the MOBIS GSA Schedule can be used to contract services with Polestar.

What is MOBIS?
The GSA Schedule 874, MOBIS is a General Services Administration (GSA) contracting vehicle for Federal agencies and their subcontractors to procure management consulting, facilitation, survey and quality-related training services in a streamlined manner.

Why Use It?
The purpose of the contract vehicle is to provide clients with a simplified method for contracting services with Polestar. The primary advantage of using this method is that the services provided by Polestar and the pricing have already been reviewed and pre-qualified by the General Services Administration as meeting fair and reasonable pricing requirements. Much of the legwork often associated with initiating contracts with vendors has already been done for you.

Polestar’s MOBIS contract extends to the services and products within the following Special Item Numbers (SIN) defined by the GSA.

SIN 874-1 Consultation Services
Contractors shall provide expert advice, assistance, guidance or counseling in support of agencies’ management, organizational and business improvement efforts. This may also include studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts.

SIN 874-2 Facilitation Services
Contractors shall provide facilitation and related decision support services to agencies engaging in collaboration efforts, working groups or integrated product, process or self directed teams. Agencies bringing together diverse teams and/or groups with common and divergent interests may require a neutral party to assist them.

SIN 874-3 Survey Services
Contractors shall provide expert consultation, assistance and deliverables associated with all aspects of surveying within the context of MOBIS. Contractors shall assist with, and/or perform all phases of the survey process.

SIN 874-7 Program Integration and Project Management Services
Contractors shall provide services to manage and integrate various management and business improvement programs and projects that may or may not be the result of MOBIS recommendations to a Federal activity.

How to use the MOBIS Schedule to Request Services
In an effort to assist you with the ordering process, Polestar Applied Technology offers the following guidelines.

1. Prepare a request for quote/statement of work; please include the following information:

a. Objective/scope of work
b. Location of work
c. Period of performance
d. Deliverable schedule
e. Applicable standards
f. Acceptance criteria
g. Special requirements (security clearance, training, etc.)

2. Submit request/SOW to Polestar for review

3. Polestar will respond with a cost proposal/quotation for the requested services

4. Advantages

a. All contractors using the GSA MOBIS schedule have already been evaluated for fair
    and reasonable pricing
b. All applicable laws and regulations have been applied
c. Commerce Business Daily synopsis not required
d. Competition in Contracting Act requirements have been met
e. Blanket Purchase Agreements (BPA) can be established for recurring services
