Licensing and Regulatory

Polestar offers a full range of regulatory consulting services to the nuclear power industry. We have played key roles in a number of nuclear regulatory consulting projects providing regulatory support to the nuclear industry through EPRI and NEI. In addition, Polestar has conducted extensive research and has drafted industry consensus documents for use with the U.S. NRC. Our services include development of generic licensing documentation such as proposed rule changes, draft regulatory guidance, and licensing submittals, as well as the development of industry responses to emerging NRC issues and industry initiatives such as those related to risk-informed regulation and advanced plant licensing.

Polestar is recognized for our ability to identify actions and plans to improve the overall regulatory relations program of any nuclear facility and to mentor station staff in managing a complex range of associated issues. Our services also include direct preparation and management for special facility inspections as required, as well as direction of associated follow up activities.

PROJECT SUMMARIES

Management of NRC Inspection
Polestar developed and managed strategic action plans for a nuclear site’s interface and response to a large scale NRC inspection. Polestar personnel developed interface guidance documents, prepared site personnel, provided direct NRC interface, developed responses, and later provided oversight, coordination, and content review for the follow-on inspections. Polestar’s involvement at this level of project direction resulted in appropriate follow-on actions by the plant meeting all NRC expectations.

Industry Leadership
Polestar chaired an industry task force to advance the licensing process for building new commercial nuclear plants in the U.S. Our experience and understanding of the regulatory process makes us ideally suited for this role in assuring the development of a safe and cost-effective process for new plant licensing.
